SPEECH PRONOUNCED BY HIS EXCELLENCY JOSÉ EDUARDO DOS SANTOS, PRESIDENT OF THE REPUBLIC OF ANGOLA, AT THE OCCASION OF THE PRESENTATION OF COMPLIMENTS OF THE DIPLOMATIC CORPS Luanda, January 14th of 2010
DEAR MEMBERS OF THE DIPLOMATIC CORPS, ILLUSTRIOUS GUESTS, In last the three years the world was hit by an economic and financial crisis that had very serious consequences for all countries. An important lesson to take of this crisis was the direction of mutual aid and contribution that was registered in the form of attacking problems by the root, having in sight gaining back the people and banking system confidence, in particular, and the financial one in general. This also allowed reaching a significant improvement in the multilateral cooperation relations at international level. It started a new age in which the conscience that the world is each time more globalized was reinforced and all countries more interdependent and linked, being therefore reduced the space of maneuver of those who defended unilateralism. It is clear today, that no country can progress and get developed in a unilateral way, isolating themselves of the community of nations and estranging themselves of the common problems that affect the humanity as a whole. The results of this great meeting were effectively far from reaching the expectations created and kept not giving reply to the concerns revealed by the developing countries, that are the ones that less pollute the environment and more suffer in their economic and social life the negative effects of this global phenomenon. The question of the environment must, therefore, be kept as a priority in the national and international agendas, for being the one of biggest interest for the international balance and security. DEAR AMBASSADORS, Angola continues to believe in that route and therefore, nevertheless some cases were it has been manifested progress; we have been following with concern some conflicts that continue without solution in many regions of the world. In the particular case of the continent where we find ourselves, we evidence advances in the resolution of some problems, but we see that continue in an impasse the conflicts in South of Sudan, Darfur, Somalia and the Sahara Occidental and more recently in Guinea-Conakry. We hope that 2010 represents for the African continent not only the retake of its rhythms of economic growth, but also a new stage in the resolution of the still existing conflicts. Our experience shows that only peace and the democratic rule of law will be able to guarantee the necessary and essential stability for the sustainable development of the African countries. We also expect that the parts in confront in the Middle East do not radicalize in an irreducible way their positions and that they can find a platform that allows people of Israel and Palestine to find a pacific and collaborating “modus vivendi”, that respects the self-determination of the respective people and the construction of the respective sovereign States. We consider the dialog and the negotiation as being also the indispensable ways to overcome the dispute on the nuclear question with Iran and North Korea and to harmonize positions in the fight against terrorism, drug trafficking and the great endemic diseases and for other causes of world dimension. In the sub-regions where our country is inserted, we will continue to give our active contribute to SADC, CEEAC and the Gulf of Guinea Commission, for being instruments of great value not only for the reinforcement of the economy of the countries members, but also for a better insertion of all in the continental and world economy. The mutually advantageous cooperation and the promotion of peace and friendship will continue to be the main vectors of the Angolan external politics, based in the observance of the principles of respect for the sovereignty and territorial integrity, of equality and no interference in the internal matters of each country. I expect that you transmit to your respective governments the availability of Angola to strengthen the already existing ties and together construct a better future for our people and the coming generations.
